MAJOR DUTIES:
You will develop, design, perform and document a broad range of statistical analyses involving current and projected pricing, production, supply and distribution patterns, conditions and problems pertaining to Energy.  You will also monitor and conduct a variety of specialized and complex statistical research projects and studies important to agency decision-makers; generate ideas for new programs, policies, studies and approaches in assigned subject areas; and monitor, evaluate and coordinate projects and studies carried out under contract.

Through statistical analyses analyzes benefits to be gained and cost effectiveness of different policies and policy options and advises high-level managers of positive and negative effects of the different policies and policy options.  You will plan, design, conduct and oversee tests to obtain data; determine optimum sample sizes and sources of data appropriate for studies; apply extensive knowledge of issues, problems and subjects studied to assure results reflect real world environments; and brief study sponsors and officials on progress and conclusions of studies.

QUALIFICATIONS REQUIRED:

BASIC EDUCATION REQUIREMENT: Positions in this occupational series, GS-1530 require completion of certain college courses.  You must
submit your college transcript(s) showing evidence of completion of the required coursework to document your education.  Failure to submit your transcript(s) will result in a rating of "Ineligible- Did Not Submit Required Documentation" and you will not receive any further consideration.  Transcripts must be submitted by the closing date, by fax or email, following the instructions under "How to Apply."

Applicants must meet the Minimum Qualification Requirements under A or B (below) to be considered eligible for GS-1530, Statistician:

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for
courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.
OR
B. Combination of education and experience--courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

EDUCATION FROM FOREIGN INSTITUTIONS: Education completed in foreign colleges or universities may be used to meet the above requirements
if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. Providing such evidence when applying is your responisbility.

SPECIALIZED EXPERIENCE: All applicants must have at least one year of specialized experience equivalent to the GS-13 grade level in the
Federal service.  Specialized experience for this position is defined as knowledge of the energy industry and of analytical programs related to the specific industry sectors analyzed.
